This bill would have allowed for run-off elections if no judicial candidate received at least 40% of the vote. Judicial elections are non-partisan, and as we say in the 2018 election, a candidate can win with a small plurality of the vote. A run-off helps to ensure the will of the voters is adaquately represented.
