On February 16, the ACLU of West Virginia issued a position statement to members of the House Judiciary Committee on House Bill 2732 or the 'Defend the Guard Act.'
This bill prohibits the deployment of the West Virginia National Guard without a Congressional declaration of war.
The ACLU-WV supports the Defend the Guard Act as an appropriate assertion of Congress's sole authority to wage war.
