This bill is "Jim's Dream", the program the Governor described in his 2019 State of the State address. The bill provides for an expedited expungement process for people who participate in a drug rehabilitation, job training, job placement programs and drug testing.

This bill would have required that upon the completion of sentence, parole, or probation the DOC would have notified individuals of their right to vote, and provided the appropriate paperwork to register.

This bill allows extends expungement to almost all crimes, rather than just misdemeanors.

This bill provides a 90-day, temporary photo identification for released inmates who do not already have a West Virginia photo identification card.

This bill would have reformed WV's broken bail system.

This bill allows most people with a past drug felony to receive food stamps.
