This bill would have created an intermediate court of appeals in West Virginia. The explicit exclusion of criminal matters was the basis of the ACLU-WV’s opposition.

This bill would have required local law enforcement to enforce immigration law. It would have prohibited localities from enacting laws, ordinances or policies that prevented enforcement of federal immigration law.

This bill prohibits denying a business license because of a criminal background and requires a rational basis between the crime and the occupation in order to deny licensing.

This bill would have created a drug court program for parents who have been charges with abuse or neglect secondary to substance abuse.

This bill allows for expedited reinstatement of licenses for people who complete a rehabilitation and job training program (Jim's Dream).

This bill is "Jim's Dream", the program the Governor described in his 2019 State of the State address. The bill provides for an expedited expungement process for people who participate in a drug rehabilitation, job training, job placement programs and drug testing.
